Ideal Candidate

We are looking for an experienced IFMIS RFP Consultant on a contractual basis with strong consulting experience in Government IFMIS/IFMS, PFMS, Treasury, Budget Management, and e-Governance projects. 

Job Responsibilities

• Prepare and support IFMIS/IFMS RFPs, DPRs, EoIs, FRS/SRS, and bid documents.
• Conduct As-Is / To-Be analysis, requirements gathering, and process mapping.
• Translate Government Finance and Treasury requirements into clear RFP and functional requirements.
• Support pre-bid activities, bidder queries, bid evaluation, and System Integrator selection.
• Coordinate with Government Finance/Treasury departments and key stakeholders.
• Develop Scope of Work, deliverables, SLAs, evaluation criteria, and functional requirements.
• Support large-scale e-Governance and digital transformation projects.
• Experience with leading government consulting firms will be an added advantage.

Key Skills and Qualifications

• 5+ years of consulting experience, preferably in Government/e-Governance projects.
• Proven experience in RFP preparation and requirements analysis.
• Strong knowledge of IFMIS/IFMS/PFMS, Treasury Systems, SNA-SPARSH, and Budget Management.
• Experience preparing DPR, FRS/SRS, RFP, and related procurement documents.
• Strong understanding of Government structures and financial processes.
• Experience working with State/Central Government Finance or Treasury Departments is an added advantage.
• Excellent written, verbal communication, analytical, and stakeholder-management skills.
